During his thirty year career Master Chief Petty Officer of the Navy Delbert D. Black served a total of 21 years at sea aboard 9 warships, including at Pearl Harbor on 7 Dec, 1941. In April of 1967 he was selected for the newly established billet as the Senior Enlisted Advisor of the Navy. He was a trail blazer in the Navy and became the first official “Voice of the Enlisted Sailor”.
